Unclaimed funds, or unclaimed property, are monetary assets that have been separated from their rightful owners and have remained untouched for an extended period.

They are typically held by the government until the owner shows up to claim the assets. So in this case the states are responsible for holding and returning to their rightful owners.

The unclaimed funds exist for various reasons, and they typically result from situations where the rightful owners or beneficiaries of the funds lose contact with financial institutions or organizations that hold the funds.
